Reports to: Functionally to QA/QC Coordinator/TPI Coordinator and hierarchically to CLIENT Project / Asset Quality Leads
Duties and Responsibilities
Comply with Company HSE standards and lifesaving rules. Reinforce the Company HSE requirements to the colleagues / Vendors / Construction Contractors.
Witness and monitor Vendors / Construction Contractors work activities, inspection and test in accordance with the approved Quality Plan, ITP, Quality Procedures and method statements etc.
Assist review of Construction Contractors quality control plans / ITPs, Quality Procedures, method statements and all pertained QA/QC documentation prior to commencement of any related work.
Assist Project Team in instrumentation inspection/test activities during construction, pre-commissioning and commissioning phases.
Verify the implementation of PTW (permit to work) and other safety procedures.
Ensure Vendors /Construction Contractors have relevant, up to date codes, standards, specifications and drawings.
Interface with the discipline engineer, construction engineer, and inspectors in a professional manner.
Oversee inspection of Instrument and Control activities conducted at Vendor shops or construction sites as applicable. Progressively review Vendor’s / Construction Contractor’s quality records and sign off quality records as applicable.
Review original material / test certificate for compliances to codes and specifications.
Ensure testing, measuring equipment is fully calibrated per specification and has current certification.
Verify that equipment is preserved per the Vendor’s recommendation and the approved preservation procedures.
Ensure installed instrument and control equipment is certified for area classification.
Witness in-process inspections per ITP and Inspection Requests to ensure work proceeds in accordance to specifications, the approved drawings.
Inspect all instrument installations, cabling, terminations, tagging and calibration of instruments and ensure quality criteria are met.
Verify pre-commissioning inspection activities for field instruments and panels inside control room.
Review test packs and as built information and drawings including operation and maintenance manuals
Input result of Vendor inspection / observations into the web-based inspection recording system in timely manner.
At all times remain independent and protect the Company interests and fulfill work in full compliance with the Company requirements.
Attend Mechanical Completion / Pre-commissioning final walk-down and sign on behalf of Company.
Witness FAT (Factory Acceptance Test)/SAT (Site Acceptance Test) as relevant.
Raise punch and verify punch items as soon as work is complete.
Identify counterfeit items during inspection or surveillance and report immediately.
Assist Quality audit upon request.
Participate in Flawless Project Delivery Programme.
Raise punch and verify punch items as soon as work is complete.
Issue and follow up Non-conformity Report.
Provide resolution of on-going quality issue in consultation with discipline engineer.
Provide feedback on Vendor / Construction Contractor’s performance.
