Reports to: Functionally to QA/QC Coordinator and hierarchically to CLIENT Project / Asset Quality Leads
Duties and Responsibilities
Comply with Company HSE standards and lifesaving rules. Reinforce the Company HSE requirements to the team members.
The Senior Pipeline Inspector deputizes for the Company Site Representative as required.
Assist Project Engineer/ CSRs/Construction Supervisors in all construction inspection activities i.e. welding, NDE, testing, coating and painting, welding procedures and welders qualifications, independent quality integrity verification and documentation (test packs and quality plans) reviews and approval.
The Senior Pipeline Inspector co-ordinate and plan the activities of the team of Pipeline Inspectors.
Perform (pre) mobilization inspections, i.e., welding and NDE procedure qualifications including welders. Ensure that the development and tests of the welding procedures and welder qualification tests are carried out, approved and documented.
Ensure that the Construction Contractor performs in all aspects of the Works in compliance with the Contract requirements.
Define the task of the team members based on the Construction Contractors QC plan, and arrange that they are adequately fulfilled.
Introduce and explain the Construction Contractors QC plans to the team members.
Review the QC inspection procedures provided by the Construction Contractor for the project(s), for the quality aspects to be in accordance with the Contract requirements and regulations. Co-ordinate any Third Party Inspection activities if required.
Ensure that prescribed tests are carried out and witnessed, stage inspections are carried out, monitoring activities executed, documentation prepared and authorized.
Maintain adequate files on all inspection issues and administer the Non - Conformance Reports until resolution, completion and acceptance.
Ensure that the status of the works is known, documentation is prepared and information provided to the Company Site Representative on completed work and all quality aspect of the works.
Administer and report any work / progress hold-ups both due to Company as well as Construction Contractor instruction.
Coordinate, monitor performance and ensure adequate documentation on any additional inspections, tests required during the works.
Assist in the compilation of all detailed information and feedback of the inspectors into a project close out report.
Carry out regular inspections on the ongoing activities of the Construction Contractor and report on these. Witness and/or monitor the hydrostatic testing. Raise Non-Conformance and rejection/acceptance/release of materials delivered to the works.
Senior Piping Inspector supervises the NDT interpretation by the Construction Contractor / NDT Sub Contractor and carry out interpretation on behalf of the Company when required
Ensure that all approved plans and procedures for the execution of the works are available prior to the start of the work, and are implemented and adhered to.
Support Project Team to ensure that the Project deliverables meet quality targets defined by the Project.
Liaise with other relevant Company disciplines and departments, such as Operations, Corrosion Engineering, Area Project Teams, etc. and other Contractors on the site, throughout the duration of the construction, regarding project quality matters and interfaces.
Assist in quality investigations and audits when required.
Promote quality awareness throughout the organization, emphasizing excellence, continual improvement and corrective action to influence the overall success of the project.
Support implementation of Flawless Project Delivery (FPD).
Provide input to project reports identifying project quality performance, issues and trends.
