Reports to: Functionally to QA/QC Coordinator and hierarchically to CLIENT Project Manager
Duties and Responsibilities
Comply with Company HSE standards and lifesaving rules. Reinforce the Company HSE requirements to the team members.
Promote quality awareness throughout the organization, emphasizing excellence, continuous improvement and corrective action to influence the overall success of Company business.
Ensure EPC’s Quality Plan, Inspection & Test Plan (ITP) and Quality Procedures and all pertained QA/QC documentation are available prior to commencement of any fabrication/construction work.
Define and support Project Management in the development and implementation of Project Quality Management System identifying the appropriate processes and procedures and supporting requirements.
As directed, develop and execute a Project Quality Plan appropriate for the Project phase. Monitor and measure effectiveness of the Quality Plan.
Work with the Project Team to promote the right Quality mind-set and behavior requirements for successful project development and implement.
Advise, guide and motivate CLIENT line management on all QA and QC activities and related technical matters.
Providing relevant QA/QC training for CLIENT personnel.
Review Quality Plans, test packs, welding procedures including NDE & other quality related procedures and documents.
Support Project Team to ensure that the Project deliverables meet quality targets defined by the Project.
Attend kick off meeting with Vendors / EMC/ODC/EP/EPC/Construction Contractors to ensure Quality objectives and expectations are addressed and clearly understood.
Implement quality management system including training, audits, NCR management and quality alert processes.
Identify risks related to quality management are identified and that mitigation measures are identified and in place.
Support implementation of Flawless Project Delivery (FPD).
Provide input, and monitor Vendors to verify compliance with applicable engineering documents, standards, codes and legislative regulations.
Provide resolution of on-going quality issue in consultation with discipline engineer.
Plan audit schedules, notify auditees, prepare audit checklists, lead or participate in quality & HSE Audits, prepare Audit Reports and follow-up corrective actions and close out.
Monitor quality trends including supervision of interior inspection surveillance personnel and assist Construction Heads in the areas of quality. Overseeing all QA/QC personnel understand and effectively deliver their QA/QC responsibilities.
When required, carry-out routine surveillance, inspections as per the project QCPs covering all construction activities.
Review and approve Vendor / construction Quality related document, Quality Plan, ITP and Quality Procedures in timely manner in consultant with discipline engineers. Ensure all regulatory requirements have been properly captured in QA/QC deliverables.
Assess and monitor EMC/ODC/EP/EPC/Construction Contractor’s/Vendor’s Quality Management Systems against ISO 9000 and ensuring the quality management system suitability, adequacy and effectiveness.
Attend pre-fabrication / pre-inspection meeting at major Vendor and (or) construction site upon request.
Maintain data base of Audits, Corrective Actions and feedback on EMC/ODC/EP/EPC/Construction Contractor performance. Provide monthly report with NCRs statistics up date.
Compile and submit Project Quality Dash Board to Project.
Help establishing and support the Project Lessons Learned process.
Provide input to project reports identifying project quality performance, issues and trends.
Discuss quality trend with Quality Manager / Construction Manager and provide improvement plan if any.
