• Monitors budget variances on a regular basis;
• Responsible for the plant’s operation within the Environmental Limitations stipulated by the applicable Ministries and Project Agreements;
• Coordinates with LDC/PAEW for dispatch and outages to achieve the requirements as per Grid Codes;
• Coordinates and plans the site’s required testing under the applicable contract agreements;
• Issues standing orders and procedures to the Operations Department;
• Coordinates with OGC for proper operation of gas supply;
• Optimizes the plants’ heat rate and availability in accordance with the PWPA requirements (contract) to ensure maximum incentives with respect to heat rate and capacity;
• Prepares the plant billing invoices in accordance with the PWPA/OMA requirements;
• Implements RCFA process for all standard operations;
• Submits periodic reports to the O&M Manager and keeps him informed regarding all matters relating to plant operations;
• Assumes responsibility for efficiency and progress of work in accordance with production schedules and established standards;
• Recommends to the O&M Manager and initiates changes in methods, schedules and procedures needed to meet specific needs of the plant operations;
• Maintains an information system which provides sufficient data to ensure that operations are being accomplished within specified limits, schedules and technical parameters;
• Sets operational objectives, performance indicators in line with the Annual Business Plan, monitors progress and provides steering in order to achieve or surpass the set objectives;
• Implements “lessons learned” processes and other activities to achieve a learning organization;
• Participates in and concurs with decisions regarding new design criteria, technical specifications and operating methods related to the plant;
• Provides input and guidance for preparation of the plant Operating Budget and Cost Control Systems;
• Ensures that annual shutdown and start-up of plant/equipment is performed in accordance with established plans and schedules and ensures that the availability declarations are issued correctly and on time;
• Implements and is responsible for dependable capacity performance testing;
• Optimal management of physical asset systems and their lifecycles;
• Fills in for the O&M Manager as and when required;
• Continually assesses risk and critical success factors so that these are considered objectively in decision-making;
• Works closely with the O&M Manager to implement risk based programs.
