CORE AND PRIMARY RESPONSIBILITIES
1. Preparation Of Tender Documents For The Design And Construction Of Engineered Landfills Including:
1.1 Review of EIA, site information and development of site conceptual design.
1.2 Preparation of the scope of work and contract conditions
1.3 preparation of the projects specifications 1.4 preparation of the evaluation criteria
1.5 Evaluation of proposals and review of contract agreements
1.6 Provide engineering functional support and design reviews for the landfill infrastructure and ensure compliance with technical specifications, performance requirements, and quality
1.7 Manage the takeover of landfill facilities after construction
2 Preparation of tender documents for the operation and maintenance of landfill
3 Preparation tender documents for closure of Landfills
4 Preparation of tender documents for consultancy scope of work for site studies including waste characterization, gas potential, leachate characteristics
5 Schedule the closure of landfill and the implantation of leachate and gas management system at each.
6 Carry out in accordance to USEPA requirements, the design calculations related to soil stability, stress development in the lining system, estimated waste settlement, anchor trench capacity, puncture resistance of lining system, action leakage rates, reinforcement of soil ,
ramp design, road design, wheel wash design, and all related landfill design calculations as requested by the head of landfill Department.
7 Review and develop traffic flow plan with the landfill
8 Utilize google earth maps and superimpose landfill facilities and insert coordinated and conceptual designed.
9 Evaluate site geology and groundwater levels and estimate the proper depth of excavation and earth work criteria to minimize the overall cost of construction.
10 Develop conceptual design of landfills.
11 Estimate waste quantities and the required sizing of the landfill
12 Technical reviews of technologies related to cells lining, Leachate collection and transfer, Final cover, slope stability landfill gas collection, flaring, and utilization and manage of gas.
13 Review of design reports related to the design of the landfill and provide modifications to enhance the design and bring it into compliance with beah standards and the best international standards.
14 Review architectural and structural design and MEP designs.
15 Evaluation of tenders related to the design and construction of landfills, site rehabilitations and site closure for other sectors.
16 Develop be’ah standards for design, construction of landfill.
17 Develop be’ah standards for the operation of Engineered landfills
18 Review design of leachate collection and transfer systems including pumps, valves, and electrical connection
19 Prepare and conduct presentation related to site studies , evaluation outcomes and comparison of technology
20 Review design of groundwater monitoring wells
21 Review design of soil stabilization systems, filter design, drainage capabilities of drainage layers.
OTHER RESPONSIBILITIES:
1 Oversee the operation of the landfills and carry out the reviews of monthly and quarterly report including the analyses of data related to leachate, waste settlement, and gas development and prepare action required for proper management of leachate and gas.
2 Evaluate the applicability for gas collection and conversion to energy.
3 Evaluate the leachate characteristics and recommend operation options.
4 Liaison with technology provider and study their systems and make comparison of various treatment technologies and present the results and recommendation to management.
5 Review of operation reports.
6 Evaluate air monitoring equipment and ensure compliance with latest air monitoring technologies
7 Evaluate the compliance of all structural items used in the design, construction and operation and maintenance of landfill and site rehabilitation and enforce be’ah standards and quality requirements for all mechanical components.
