1.Oversee the operation of the landfills and carry out the reviews of monthly and quarterly report including the analyses of data related to waste compaction, leachate generation and properties, waste settlement, and gas development and prepare action required for proper management of the aforementioned.
2 Carry out frequent site visits to verify compliance with operation plan, MECA requirements, waste compaction requirements, odor control, leachate and gas monitoring and management, surface water run off management water quality data, etc
3 Carry out the review of Groundwater monitoring report and conduct statistical analyses on the data obtained and recommend the testing standards and field and sampling plans.
4 Developing the specifications for mechanical items used in the landfill operation including aerators, skimmers, moving belts, bag breakers, etc and ensure compliance of Service provider with proper utilization and maintenance.
5 Issue a monthly operation report discussing the performance of each service provider and identify the areas where he needs to improve and where he should be penalized. Develop scoring sheet for each landfill to compare performance and identify areas for improvements.
6 Prepare an annual report summarizing all operational issues for each landfill, number of site visits, problems, action take, way forward, and level of performance of each facility and the department contribution to raise the level of operational performance.
7 Evaluate the proper utilization of daily cover and identify the compliance with air volume utilization
8 Review service provider’s letters and prepare correspondences and attend meetings to rectify issues and take initiative to address operational problems with service provider.
9 Review and Oversee the rectifications works for road maintenance, blockage in surface water run off systems, failures in dykes, ramps, erosion control systems, and failures in mechanical items such as pumps, pipes, weighbridge, wheel wash, etc.
10 Evaluate the chemical properties of leachate for each landfill and prepare a monthly report comparing the leachate generation rates at each landfill and the changes in physical and chemical properties with time and maintain communication with haya water in an effort for collaboration for leachate treatment at their facilities.
11 Liaison with technology provider and study their leachate treatment systems and make comparison of various treatment technologies and make recommendations on how to lower the COD of leachate to level acceptable for treatment by Haya and examine innovative leachate treatment solutions.
12 Evaluate the applicability for gas collection and conversion to energy.
13 Preparation of tender documents for landfill operation and consultancy scope of work for site studies including waste characterization, gas potential, leachate characteristics, etc.
14 Update and implement be’ah standards for the operation of Engineered landfills.
15 Review of technical process related to waste diversion (i.e. MRF, RDF, SRF, etc).
16 Evaluate air monitoring equipment and ensure compliance with latest air monitoring technologies
17 Communicating with operators and technicians
18 Evaluating the efficiency of monitoring programs
19 Evaluate operation staff capabilities
20 Evaluate operation training program.
21 Schedule the closure of landfill and the implantation of leachate and gas management system at each.
22 Participate in tender preparation for closure of Landfills
23 Utilize google earth maps and superimpose landfill facilities and insert coordinated and conceptual designed and allocation of other facilities with the landfill.
24 Evaluate site geology and groundwater
25 Estimate the required sizing of future expansion of landfill
